    I. General.

      A. All written contracts negotiated on behalf of BSFS, Inc. by any member of the Balticon committee shall be presented to the Board of Directors for review and approval. (June 1984)

      B. All contracts governing activities of BSFS, Inc. including, but not limited to, Balticon, that involve monies in any form be written. (June 1984)

      C. Any activities sponsored by BSFS that involve payment for travel and guest [sic] be presented to the Board of Directors in contract form. (June 1984)

      D. BSFS activities shall adhere to the copyright law. (June 1984)

      E. No liquor will be provided by BSFS, Inc. (April 1985)

      F. Any officer of BSFS who can sign checks cannot sign one payable to any of the following:
      (a) him/herself, (b), a member of their household (whether related or not), or, (c) a third party to satisfy a debt of his/hers. If two (or more) officers who can sign checks live in the same household, they can't sign a check payable to the other officer. (March 2001)

    II. Rules for Crook Award

      First, this must be an author's first science fiction, fantasy or horror novel.

      Second, the book must have been published in the calendar year immediately preceding the current Balticon.

      Third, the members of BSFS as a committee of the whole decide on the best (after reading all the new novels).

      Fourth, No title is eligible if the author has previously won an award from any Canadian, UK, British Commonwealth, former British Commonwealth or US organization for any English-language novel. (AS amended and emended through July 1999.)

    III. Young Writers' Contest

      1. CONTESTANT REQUIREMENTS:

        a. Contestants shall be no younger than 14 and no older than eighteen years of age as of the date of the Balticon at which the award will be given and reside in, or attend school in Maryland.

        b. Winners will be required to provide their Social Security number and proof of age.

      2. SUBMISSION REQUIREMENTS:

        a. Submissions must be in the field of science fiction or fantasy.

        b. Submissions shall be no more than 2,500 words in length.

        c. All submissions should include a Title Page with
          1) the title of the story,
          2) the entrant's name,
          3) school name,
          4) home address,
          5) evening phone number,
          6) e-mail address if available,
          7) the student's English teacher's name.

        d. Paper submissions must have numbered pages - all submissions must have a footer with the title and page number. They should not have the entrants name or other identifying information on the individual pages.

        e. Paper submissions should be typed or printed, double-spaced, on 8.5 x 11" paper.

        f. Electronic submissions must be in an attachment to email in either Microsoft Word or Wordperfect format. Otherwise, it must be submitted on paper.

        g. Students may submit multiple entries but only one prize will be awarded to any one entrant.

      3. OTHER RULES:

        a. Judges shall be drawn from the membership of BSFS, Inc.

        b. The submissions ranked first, second and third shall receive cash prizes of $100, $75 and $50, respectively. The three winners shall also receive complimentary registrations for the current Balticon for themselves and their parents or one guest each. The winners will be announced at the current Balticon, but winners need not be present to win.

        c. The deadline for all submissions is set by the contest director.

        d. Paper submissions should be addressed to:

        f. All submissions become the property of Baltimore Science Fiction Society Inc. (BSFS, Inc.), and may be published in Society publications.

    IV. Equipment Policy:

      The Baltimore Science Fiction Society, Inc. may loan materials to other fannish or nonprofit organizations. For materials of a low replacement value (less than $500) the requesting organization must submit a written request, to the Board of Directors, detailing the manner in which the material will be picked up and returned, the dates it will be in use, and the name of the party responsible for the condition of the equipment when returned. For materials of high replacement value ($500 or more), the requesting organization must submit a written request as described above, accompanied by proof of ability to cover repair or placement of materials.

        Acceptable proof is
        (1) a copy of an insurance policy or rider covering the material requested, or
        (2) a refundable cash deposit of not less than $100, or
        (3) a check for the deposit accompanied by a credit rating for the organization or individual taking responsibility for the material.

      Not withstanding the above, the Baltimore Science Fiction Society, Inc. reserves the right to reject any request not deemed to be in the best interests of the Society, or, to waive any of the above requirements.
